Candidate type/Offer action mismatch - Not available in Onboarding

When the field "Candidate Type When Applying" (i.e. External) is different from the "Action" field (i.e. "Add Employee Work Relationship to CWK") in the Offer, the candidate does not show up in the Onboarding tile, is this normal system behavior? 

What is the appropriate action to take to rectify it to get the candidate to show up in Onboarding?
