Custom banner message is not visible for Read only users

Summary:

In test instance, we have created a custom banner message to highlight the instance details and the clone date. This custom banner message is not visible to Read-Only users. They are able to view only the Read-Only related banner message.

Can the read only users view both the banner messages?
