New requester is not getting holds notification when line level requester is changed

We are creating PO matched invoice and we have placed hold rule that if there are PO related holds, it will route to line level requester

Now if it has already been send to first line level requester and now we are changing it to new requester, then again validating it then second person is not getting notiification
