24A- cancel and redraft- What is the difference between Redraft and Cancel Action post moving to HR

Hello Oracle Team,
We have tested a scenario where candidate is in HR, processing in progress. we moved candidate directly to redraft state without Cancel the pending work relationship and it allowed us in Hiring to move. Below are our findings on the same:
So can we directly redraft the offer post candidate moved to HR phase rather than Cancel ? What is the major different between Redraft and Cancel Action post moving candidate to HR phase?
Pending Worker prior moving to Draft
Warning message during redraft
Final state in Hiring post completion of redraft
Pending worker record remove automatically from HCM (even without cancelling the record on initial stage)
