Setting up Eligibility Profile at Location/Region Level

I need to set up an Eligibility Profile to use with tasks for any associate that is hired into a particular Region, i.e. 123456.East Region. Associate location's all roll into a Region. I know we can set Eligibility Profiles up at the Location level, but can we set them up, so that if an associate is hired at location 1234 and 1234 rolls into 123456.East Region they would get this particular task assigned to them or will a fast formula need to be created? This would be done in Onboarding Journeys.
