Order stuck in Reservation task

Summary:

We routinely have sales order lines that get stuck in Order Orchestration paused/locked . They hit our Reservation task and they get caught there with a "Change Pending" Status. We need to move the Requested ship date out, but can't modify the line, or make any real changes to the order because the system states that the order has a change pending.

The lines DO have errors on them since there is no inventory (which is why we are trying to push the ship date out further.) However we get stuck in this cycle of errors telling us we have no inventory, but we are unable to make any changes to the line because they are in that error status. So we can't fix the situation. Oracle support routinely tells us to make "fake" inventory to clear the error and then adjust the inventory back out, but we can't do this for many of our items as they are highly regulated.
