POET Mandatory on Requisition creating issues in Responsive Self Service Procurement

Most of our users work on multiple projects and while entering requisition, the POET need to be blank and should still enforce the user to fill in valid combination. So, filling POET information was made mandatory on Requisitions in SSP using the Project Costing DFFs setup and it was meeting our requirements properly.

While moving to RSSP this functionality is now broken. Unless POET information for requester is updated in the preferences (which is not practical), the application does not even allow us to add requisitions to cart.
