Customized Expense Accrual (nonrecoverable tax)

Summary:

My tax configuration is using non recoverable , when we do create accounting, for event class Expense Accrual it's showing 2 lines with the same accrual account. Our expectation are expense accrual and tax account instead of single account.

For that reason I want to custom account rules. I tried to use event source code 'Purchase order" and "Transaction taxes" but can't generate account.

Please advise what source I can use ?
