What Privileges need to add to create Eligibility profile for custom talent role

I am creating a custom talent role where I need to give access eligibility profile for performance and Goal. Icon is there but when we are clicking to create the profile it is prompting an error "You do not have permission to access this information."

We cannt give access for benefit.
