Autocomplete: Default assignment Location value based on Department Location in HDL and HSDL

Summary:

We have a requirement to default the assignment Location value based on the Department location. This defaulting should happen in HDL and HSDL when loading a Transfer, Global Transfer, or Hire.

Please see attached rule I created in Worker Assignment business object. The rule is working in HSDL, but NOT in HDL.
