Collecting custom Work order Subtypes into planning for selection while releasing planned orders?

We are not able to collect custom work order subtypes into supply planning.

When releasing planned orders that will eventually become work orders, we would like to select a custom work order subtype in the Implement As Work Order Subtype field. The standard subtypes appear as expected but our custom ones set up in the manufacturing lookup are not.
