idle time in time view

Hello

Can you help us to understand why there is a idle time in time view of a technicien.

I read below information in documentation:

"The white blocks in a route represent idle time of a resource with the idle time duration shown inside.

Note: Idle time is not always explicitly shown in time view. If its duration is less than the minimal preset value (Idletime minimal), the idle time will show as gaps in a route rather than distinct blocks. You can define the Idle timeminimal on the Display screen in Oracle Field Service Core Manage Service."

Questions: How OFS know that it's an idle time for a technician?
