MAX last modified date in Dev Goal Count Report returning blank field

Summary:

I am trying to create a report that will pull the entire employee population along with their Development Goal Counts and the most recent date they made a modification to any Dev Goal. In order to do so I am combining 2 subject areas (Workforce Management - Worker Assignment Real Time and Workforce Career Development - Development Goal OVerview Real Time). I pull the correct counts but I am unable to pull the MAX Last Modified Date such that I will extract one row per employee. If I exclude the Worker Assignment subject area and use only the
