Mandatory fields in Redwood pages not working

Summary:

We have made few sections mandatory and also in that sections few fields are mandatory. For Ex. We made comments and attachment section mandatory and in that we made attachments as "Required" in Promotion rule. When we do promotion for one employee, though few sections and fields are mandatory in redwood pages, we are still able to submit the transactions. There is no error popping up that fields are mandatory. Is anyone facing the same issue or any help on this please.
