Unable to see Talent Ratings in Career & Performance

Content (please ensure you mask any confidential information):

When i am navigating to Me > Career & Performance > Talent Ratings

Potential Assessment = Able to see Talent Rating (based on Potential Assessment Item Catalog) does that mean the Employee can update their Potential Assessment Ratings if they update it here?

Performance Rating = For this we are not able to see Add or Edit button does that mean that this value will appear automatically from Performance Evaluation document?

Career Potential = Unable to see the Add or Edit button , not sure why?

Risk of Loss = Risk of Loss "No suggestions to display" do we need to enable anything ? below value is linked where
