How to Bulk load per diem rate through ADFDI_ Oracle fusion

Summary:

I am unable to copy, paste per diem rates in bulk , where as I can enter a new row and data manually . When I try to copy paste, system says this file is in protected view and asking to Unprotect to perform further updates.
