Absence accrual plan - non-repeating accrual

I'm looking to setup an absence plan where once assigned the employee gets x days assigned as one time balance. This balance is not accruing in a repeating period but only once the plan is assigned. What is the best way to set this up?

It seems that accrual plans always need a repeating time period, and qualification plans do not allow for multiple absences to be entered against the same plan.
