How to access the Start Date of existing person address record in autocomplete rule?

Summary:

We have a requirement that requires validation on the top of stack Start Date of existing person address record.

If the start date input is equal to the current start date of the address being edited, then we throw an error.

Im using ChangeDate hcm param as the start date input. How to get the Start Date of the existing record?
