Not possible to select a different assignment number in the compensation history

Is it normal that a Manager is not able to select a different assignment number in the compensation history pop-up ?

With my Admin roles, I have the possibility to select : as you can see for this employee

But for a manager, looking for the same employee in the compensation plan, he is not able to see the option to select the Assignment Number :
