Redwood: Why Employee is able to cancel HR assigned goals in redwood?

Summary:

In Responsive UI when we create goal plan we set whether managers and employee can cancel or delete HR assigned goals at goal plan level. Now in Redwood even when we have not selected any of those options in drop down at goal plan level. Employee is able to cancel goals assigned with goal plan and moreoever once employee cancel's hr assigned goals, the delete button is greyed out. How does cancel and delete works in redwood for HR assigned goals?
