Please see screen shot attached. In attempting to create a Compensation Zone in Oracle, we are unable to check the box labeled 'Zone Creation Allowed'.

The system is not allowing a checkmark in the box. How can we enable the system to allow for a checkmark in the box labeled 'Zone Creation Allowed'?
