How can we restrict HR Admin from viewing salary details for specific jobs on the Change Salary page

Summary:

 As per business requirement, HR Admin should have access to view all employment and personal information for employees but should not be able to access salary information for certain employees based on their jobs. How to achieve this security requirement ? Any suggestions please.
