Canceled withholding invoice still comimg up for payment

Summary: The withholding tax Calculation point and invoice generation point was changed from the point of invoicing to the point of payment. When invoices are paid, the system generates the withholding invoice. When the payment is voided, it creates another invoice which is supposed to cancel the previous invoice created. However, the previous invoice created is coming up for payment in the payment UI. Ideally, that shouldn't be happening.
