Our client have this particular GL approval rule requirement. Any pointers on how to achieve this is appreciated. 

Business Requirement: 

Every manual journal entry containing one or more journal lines in excess of $500,00 must be reviewed and approved by management. Each unique business unit-account-department combination will be evaluated separately for purposes of determining if a journal entry qualifies for this approval requirement. If there are multiple lines in one journal entry coded to the same business unit-account-department combination, they should be evaluated in the aggregate, not individually, to determine if an approval is required.
