Compensation Change statements

Summary:

We use Centrally managed and stored delivery options and Allow managers to do a staggered release of statements. We only give access to senior managers and above to WFC. The manager has to release the statements for each of the direct/indirect reports in the workforce comp . is it possible to allow lower level managers to share comp change statements with their reports with out having access to WFC?
