Display the city names in a different language while the User language is still English?

Our clients have a requirement. We need to display the City, State names etc in their country's language while English would be the default language. This is because most of their users are more comfortable seeing them in their own language.

Eg, City Name should be displayed in Arabic but the user is browsing the English version. We basically want to change the primary flag moved from American English to Arabic/French etc for the Cities,States etc in the Manage Geographies - Hierarchy section.

Currently the only option is to manually go to each city/State/District and then change it manually for all of them. Is there any way to do it through HDL or data load etc?
