How to improve IDR recognition of LE for multiple LEs and Multiple BUs across geographies?

My client is currently using one BU and 8LEs and is planning to bring in other BUs and large number of LEs across geographies and wants to use IDR for all
Currently, for the single BU and 8LE setup, the IDR is not recognizing the LEs correctly although they are mentioned on the Invoice Image
For the setup- Validate LE for matched invoices, we have unchecked it.
