Returned requisition to be reassigned to a different requester incase of no requester action

Summary:

Here is the case, Buyer has returned a requisition line in Process Requisitions. When the requester views the PR, status of the PR will be changed to "Returned". The requester can either make changes to PR line and resubmit it or can simply ignore while status of the PR will continue to remain same. 

Now there is requirement from the client that if the requester has not taken any action against the returned requisition within a designated timeframe, the requisition must be reassigned to another requester automatically. 

Is there any configuration that can be done for this requirement?
