How to do BU based personalization on new Responsive Self Service Procurement

Summary:

We have budget date on requisition page , we want to make it read only for BU1 and editable for BU2. We were able to achieve this in current design. However we want to know how can we achieve this in new Responsive Self Service Procurement.
