Rec Items rule is not getting fired.?

We use advanced Recommended Item Rule to get the parts. The Recommended Item is working in Debugger, but not working on Model Configuration page.in debuggers we are getting parts & pipeline viewer rule is not showing/ triggered we are not getting the parts.
