Create chain of Work order and Transfer order

How to achieve: Supply requisition of Item X for Org B (Distribution) creates Work order for Item X in Org A (CMO) and Transfer order from Org A to Org B

Please advise: Customer uses MRP planning. We have Contract manufacturing plants inventory(A) org and Distribution org (B).

AS IS process:

Step1. In planning Manufacturing planner creates Demand for WO in MFG

Step2. In planning Inventory department creates Demand for TO from MFG to 3PL

I want to implement one step process like:

In planning Manufacturing planner creates Demand for WO in MFG, then after WO is completed TO from MFG to 3PL will be created
