Unable to Import Failure Set via FSM

Summary:

we have client requirement to enter around 2000+, "failure chain" combinations in single failure set. But currently when we try to import them via Functional set up manager, we are getting below error:

this error is encountered evn if we try to import file with single row.

"Business object: Failure Set. Status: Completed with errors. Status details: JBO-29000: Unexpected exception caught: oracle.jbo.RowLimitExceededWarning, msg=JBO-25089: Too many matching records found. Specify additional criteria to limit the number of records.: JBO-25089: Too many matching records found. Specify additional criteria to limit the number of records.
