Any particular reason why FRS is not accessible by the Accounting Manager by default?

Any reason why General Accounting Manager, the seeded role, by default has no access on FRS?

Upon testing, General Accounting Manager has "Financial Reporting Center" tile under Others tab but when trying to open a FRS report, an error will prompt saying "A Member must be provided for the prompt" even though the report has no run-time prompt. This applies to all FRS report. The Manager can see the list of reports in FRS interface but it cannot generate.
