How to restrict the employee from making updates further the goals approved?

Summary:

Once the manager has approved the employee's goals, the employee is unable to make further updates to the goals.  

To streamline the approval process for changes made by employees to Goals such as goal name and description, it is imperative freeze the goals page from employee side once a goal is added and approved by the manager, the employee's ability to edit crucial goal attributes is restricted. This measure aims to alleviate the managerial burden associated with reviewing and approving subsequent modifications.
