Back to Back Sales Order is not getting Created

Summary:

We have enabled the Back-to-Back flag from the item level and 'Buy' and 'Transfer' sourcing rules have been configured according to the requirement. We have also created a custom Orchestration rule for DOO_OrderFulfillmentGenericProcess and assigned it based on process assignment rules. However, when the Sales Orders are created for the same item, Back-to-Back section under Supply Details in the fulfillment view is not enabled. Hence, supply orders are also not created, and we cannot proceed to raise a PR to go ahead with the procurement process.

Furthermore, even though a custom orchestration rule is assigned, the fulfillment steps in ShipOrderGenericProcess are shown in the fulfillment view. Please provide a solution for the issue.
