Agreement not coming up in LOV while creating requisitions that are description based

I have created a negotiation RFQ and created a BPA of services as an outcome of the negotiation and is now in approved status. Now, when i try to create requisition and click on agreement lov , it is not showing my agreement.

I followed this thread https://community.oracle.com/customerconnect/discussion/489798/agreement-number-not-coming-up-while-creating-requisition-line but this did not completely answer my question and this is 5 years old so not sure if this is still relevant now.
