Redwood: Will action ID change to the proper ID when it is migrated to other environments?

When building a condition, the rules within the condition have a specific action Id, these action ID are specific to the environment. When migrating these rules to other environments will the action ID update to the proper action Id for that environment? See screenshot for further details.
