Access to My Team > Compensation > Actions button

 My Team > Compensation When you click on the running action button on the screen, the options do not appear. (Administer Compensation, Change Slary, View Compensation History)
The user has "Employee Custom and Line Manager Custom" roles. 
'View compensation history' and 'Manage Compensation History' privileges have been granted to the user.
'Compensation Administrator, Compensation Analyst, Compensation Manager, Compensation Specialist' roles have been defined.
There are no actions options after the defined roles and separations.
What can be done to see the Actions options?
