Can we able to hide the propose new salary button for Inactive employees ?

Hi,

If the employee is inactive in the system still now i can able to edit his/her salary in change salary page ( propose salary ) between hire data and last working date, future date is not accepting but past date data i can override it. Is there any possible ways to hide propose new salary button or any other steps to stop this process. kindly suggest.
