Why Does LinkedIn Talent Profile Import Duplicate?

Summary: We have the INTERNAL LinkedIn Talent Profile Import turned on, and if you update your LinkedIn and decide to re-sync it and you do not choose to uncheck every box the profile items will duplicate. The import does not recognize that you have already done this prior, and will not check for duplicates. Why is that? Shouldn't it see that you already have LinkedIn items added, and only submit the changes?
