How to Control Populating of Schedule Ship Date on Order Line Based on Cutoff

Requirement is to populate schedule ship date based on the cutoff time calculated by the customer ship to destination.

Schedule ship date would be same date if order is created before cutoff time, and schedule ship date should be populated as next working day if order is created after cutoff time.

Example : If warehouse is organization 1 & customer ship to is region 1 then cutoff time would be 15:00 CST.

and

If warehouse is organization 1 & customer ship to is region 2 then cutoff time would be 17:00 CST,
