Manager not able to view succession plan his direct reports are added to as candidates

Content (please ensure you mask any confidential information): Hi All, please consider the below scenario.
An HR specialists created a succession plan and added 3 candidates to that plan. Now when I login as the manager of the candidates included in the plan and I go to succession planning from career overview or My team—>My Team—>Click on the DR name—→Succession Plan then as a manager I could not see the candidate in plan.
I would like to know that if HR specialists is creating a succession plan then how will the manager be able to view the succession plans his/her DR's are part of.
