Workforce Compensation - Statements do not generate correctly under View Administration Reports

Summary:

In Workforce Compensation under the 'View Administration Reports' we generate the employee statements from the Exports area each year as a back up of all the employee statements. Our set up is not 'Centrally Managed and Stored'. This year, when we try to generate, it's running to success very fast and the PDF download does not display the statements correctly. It's showing our statement header repeated page after page. We are using a custom template and our template does start with <?for-each: PERSONINFO?>and ends with <?split-by-page-break:?><?end for-each?>
I've tried both 'Workers posted to HR' and 'Any worker in any status' with no luck.
