Include Nonworkers in HCM Communicate

Description:

Our client needs the ability to send targeted communications with HCM Communicate to nonworkers. Current Oracle HCM Communicate design does not pick up nonworkers to receive communication.

Use Case and Business Need:

Our client would like to be able to send communication/announcements to other populations other than employees and contingent workers, such as a Nonworker - Student population or a Nonworker - Resident population.
