HDL payrollInterfaceInboundRecord - Values 330966 are not valid for the Payroll Relationship

Summary:

Content (please ensure you mask any confidential information):

I'm trying to load an HDL but it's generating the following error: The values 330966 are not valid for the Payroll Relationship attribute.
On a test basis it worked, in prod it didn't work.
I have cases that work and others that don't.

There are cases where the person has 3 assignments, 2 of which are inactive, and others where the person has 2 assignments, 1 of which is inactive and a pending collaborator.

Does anyone know how to correct and raise HDL?
