Cannot define multiple eligibility criteria for a payroll elements

Hello experts,
we are configuring elements and we should defined criteria by Grade as you can see in the attached screen.
However, we have an employee without grade assigned but at the same time eligible for the element. For this reason we are trying to add an additional criteria by position.
The system returns the attached error message (screen 4). Is there a way to manage multiple criteria based on different needs?
