Are there things a part time recruiter can't do?

I have a part time employee in HR with the Recruiter role, and she's unable to click the "Preview Offer" button. She's listed on the requisition and has the same security roles as the full time employee who is training her. Is she not able to see it because she's a part-time employee? That's been the case with some other issues we've had.
