Convert Supplemental Employee to full time employee

Summary:

In Ford we are trying to convert the supplemental(person type is employee and assignment category is supplemental)to full time, supplemental needs apply using internal career site for full time job but in the offer they don't want use select promotion or transfer under action instead expectation is to pick add pending worker or pending work relationship.. Please advise any thoughts on how to achieve this.
