Can the default "recoverable" checkbox on a Plan Component for Paysheet from Yes to No?

Summary:

When adding a Manual Adjustment to a Paysheet for an individual participant, there is a Recoverable Flag on the line where you add a manual adjustment. When you enter a line, this flag defaults to "checked". Is there any way to make it default to "unchecked"? We have looked under the plan components in the application and Parameters for Payments in set up and maintenance and we cannot find a place where this default value is specified or can be modified. The users would like for this to be un-checked because it is too easy to make a mistake and
