Regarding how to automate payroll taxation balances using balance adjustments

We have a requirement to build an interface in such a way that when customer provides few input values in a excel template like assignment number, balance name, etc we need to build the balance adjustment HDL/HSDL templates automatically and load them into HCM cloud. Can anyone suggest the best way to achieve this requirement.
